Monastir Consular despatches state ‘-' that the insurrection started a fortnight too soon, owing to the chiefs of ' hands of insurrectionists being disconcerted by the preventative measures.. The Porte is unable te. accede to the railway companies demands to> increase the military guards on rail* ways to 200,000, owing to the impoverishment of the Treasury.’ In consequence of serious representations of the British Ambassador at C mstantinople regarding the position of affairs in Armenia, the Forte hold* V&,liß personally responsible for the Kurdish excesses. Vali Erzeront has informed the Russian Embassy that 600 insurrectionists arrived at Hiutohakists from the Russian territory, and compelled the Armenian villagers of the Sasuxzx district to take refuge in the mountains.
