The Spanish Admiral has so far shown; no disposition to meet the American squadron, and remains Cooped up in Santiago harbour. There is, reason to believe that Admiral Cerveras impressed by the overwhelming power of the combined American squadron, with a view to prevent the Americans' capturing the warships in Santiago harbour, may destroy his fleet. : Admiral Sampson, has, however, foreseen this possibility, and has municated with Admiral Cerveras on the subject. The effect, of Admiral Sampson’s message is that in the event of the Spanish warships being destroyed to avoid capture by the American squadron, America will claim an additional indemnity equivalent to the value of the vessels destroyed.
