I!herE is a very strung feeling in England that Lord Salisbury is backing down in connection with his demands for the opening of Ta-lien-wun Bay. This suggestion has occasioned strong expressions of disappointment by both the British and American newspapers. The Continental Press is naturally jubilant, and boasts of the defeat of Lord Salisbury by Russian diplomacy. The British Foreiga Office, however, has warned the public that many of the statements that have been published in the papers are inaccurate. Feeling in America is strongly in sympathy with Britain. The German Reichstag is considering a Bill providing for the extension of foreign markets. The reason for tho measure is said to be the reoent developments in the relation between Britain and Germany, The British expedition to Beluchistan to put down the rising in the Makram district has proved entirely successful. The rebels have been routed, a hundred of their number being killed. It is stated that the Japanese Government have withdrawn their opposition to the annexation of Hawaii by America, provided that the J apanese are granted equal rights with other residents,
