It is stated that neither Russia nor Britain show any signs of giving way as far as the Chinese loan proposals are concerned; Both nations maintain an unyielding attitude, Theprincipal matter in dispute is the British claim regarding Ta-lien-wun; If this claim is conceded Russia threatens reprisals and to withdraw her friendship. The Chinese Government is wavering. Sir Michael Hiclcs-Boach states that the Government intends to increase the number of British bluejackets. They are also carefully watching the naval programme of the other nations, and will take good Care that Great Britain keeps pace with her rivals ,
