Beer and Tobacco. The Swedish representative at the Labour Congress in Berlin, in an account of a nonofficial evening reception given by the Emperor, says:— 4 The Emperor was, as usual, in uniform. Ho went round and exchanged a few words with one or the other ; then we were placed at a long table with two short wings. Every foreign guest had a German at his side. I was seated almost vis-a-vis with the Emperor, the Chief of the Civil Cabinet, Von Lucanus and the Under-Secretary, Magdeburg. On the table were cigars and cigarettes, for lighting which small spirit-lamps stood ready. Champagne was first served in red Bohemian glasses, then beer, and last “maibowle.” Before each guest lay a plate and napkin, and at intervals caviaire sandwiches aud oysters were handed round. The favourite beverage was beer, and the conversation grew more lively from hour to hour. Soon after 10 p.m. M. Jules Simon asked leavo to retire on account of hi 3 advanced age. It was half an hour after midnight when the Emperor rose, and. therewith gave tho signal for the general breaking up of tho party. My personal impression of the Emperor was one of great freshness, apt perception, and a winning manner, with an intire absence of any loftiness or haughtiness ’
