POLITICS IN TRANSVAAL. LONDON, March 24th. President Kruger proposes that settlers in the Transvaal should be allowed to vote after two year’s residence. UNIVERSITY BOAT RACE. The University boat race to-morrow is expected to bo close. Betting is now 11 to 10 on Oxford.
GERMAN CHANCELLORSHIP. The Emperor has informed the Emperor Francis Joseph, of Austria, and King Humbert, of Italy, that the change made in the Chancellorship would not affect Germany’s foreign policy. It is reported that Count Kolnoki and Signor Caprivi will meet shortly.
