CABLEGRAMS. MR PARNELL SPEAKS. London, Dec. 18.

Mr 0. S. Parnell, who hag recovered from his reopnt severe illness, addressed a meeting at Nottingham. He made a strong speech against the National Unionists, and contended that Ireland had a right to dt-velope her industrial resources at her own expense. Referring to the establishment of the Tenants Defence Leagup, Mr Parnell said he though^ it was one of tbe.most powerful agencies in Ireland, and one that was likely to de9ttey Imperial Government rule in th^t country! He made a brief reference to thej Times Commission, observing that the Commissioners could not discredit the evidence of the Irish Party. Mr Parnell has gone on a visit to Mr Gladstone at Hawarden.
