SAMOAN TREATY. London, December 3.
President Harbison, in. a message to the Imperial Government, expresses his belief that the Samoan treaty entered into between England, Americaand Germany will be productive of permanent law and order, and for the protection of the rights and interests of the natives and mankind. He disapproves of any considerable increase in the rate of coining silver dollars.
