Tin, present C/ar, a few years, after obtaining the ri^ht ot succession to the throne by the dea'h of his elder brother (says the London « Daily News,' in a letter wiitten to the well-known Panslavisf;, Mr Arksakotl), made soma intcrestin£ avowals.
