A cable special to the New York " Mail and Express," from London, on October 18, says.: Sir William Vernon Harcourfc, in an oration which he delivered yesterday, said that he had just left Hiwarden, and that he could therefore bay of his personal knowledge that Mr (Jladstono was never in greater vigour, and never felt loftier confidence of his* own future and in the success of the great reforms for which ho has beon fighting. Hi 3 health is excellent, and his spirit is as buoyant and hopeful as ever. The Irieh Parliamentary party will hold a meeting at the Mansion House in Dublin next Thursday. The object of the meeting is to prepare a set of resolutions wl ich shall be presented to the convention in Tipperary with a view to the inauguration of the new tenants' league, and the beginning of a fresh and well-organised method for the aid and defence of Irish rent- payers. Gladstone will address a public meeting at Manchester on the evening of December 3rd. It is expected that he will on that occasion lay down the programme of the future policy of the Liberal party and set forth in detail his last plan for Home Rule in Ireland. The Dublin " Express " this morning states that Mr Chamberlain and his followers are at loggerheads with Lord Hartington and the rest of the Liberal Union party. Differences have broken out on the treatment of the Irish Land Question and on the application of local government to Ireland.
