Water Supply : The Chninrnan read a telegmm from t lie Hon M inister of Lands, of which the following is a copy : i Wellington, Oct. 4th. Chairman, | Domafn Board,. To A roll a. ' Understand ftpplieation made to Board for wnter supply outside of Domain. , Great e*re should be exercised «o as not ,to create l a precedent^ and possibly inter* few with public interests. G. F. RICHARDSOK." The Chairman said this telegram evidently referred to Mr E, Gallagher's application, to bo nllovred to connect with the pipes in tlie Domain. That application came before , the Bomd at their last' monthly meeting, but -as only a bare quorum were present ni the meeting it i was decided to adjourn the consideration ; till next meeting. Meantime Mr G. Wilson came to Te Aroha, and he in- ■ structed the Clerk to call a special meeting of of the Board, for the purpose of considering Gallagher's application ; bnt I to hare a legal special meeting two days' notice to each member of the Board was necessary, bnt this not haTin? been given, and only himself, Messrs Wilson, Lipsey, and Ahier being present, no meeting wai held, For bis part he could see no harm in granting Mr Gallagher the water ho asked for. However, it appeared by some means or other the Minister of Lands had come to know J about it— .how he could not say— .bnt it j certainly was not from the Board,, and .that 1 accounted for the Minister's telegram that he had just read. He had also received a telegram from Mr Wilson, from Thames, asking him to postpone ,the granting of the application for a time, as the matter had been referred from Wellington to him (Mr Wilson, as Mining Insppctor for the district), to report on. Under the circumstances he (the Chairman) therefore considered it best to let. the matter drop for a time, and consequently tlie notice of motion sent, to the membeis, and signed by Messrs (r. reply to the telegram he had received from the Minister of Lands, and he would therfove move: That a reply be sent to the Minister, stating the Board had no intention of granting Mr Gallag. her's application without first receiving the Minister's sanction to so doing, (f) Mr Ahier seconded the resolution, which was carried. In reply to Mr Uott, the Chairman said all the members of the Board excepting himself ("Mr Ilott) were in favour of granting the application, and when Mr Chas. Gallagher made an application for permission to connect with the cold water pipes in the Domain, all the members were in favour of it but Mr Ilotfc. He thought it would be a good source of rerenu« for the Board. Mr Ilott : What revenue would you expect to accrue from the granting of the application of Mr B. Gallagher. Chairman r I should think about £5 a year, although the applicant might be prepared- to give more than that. Mr Ilbtt : If the present application , were acceded to how many similar applications do you consider could be granted ? 1 Chairman : In winter a, great many could be supplied,, perhaps hall, the town. _, j Mr Ilott : KTo< such quantity could- be provided from the- water supply, at present at command, or without going tothe expense of providing a very different | reservoir from- that which now existed* j Oftentimes in the summer months, with , alt the present water supply there was not sufficient co provide agood 'shower' at the bath?, TII 3 Chairman : A eknse would haveto bo insetted in any agreement made for 'supplying outsiders, that the water could ' be cut off at any momentMr Ilott : Then the privilege would lose a grout part of its value if such were done, it seems a strange way to do ] business to propose to grant an application, liko Mr Gallagher's, arid leave the fixing of terms till afterwards ; to me it 'appears very, unbusinesslike. Why not decido on the fees firsi? • Chairman : It was decided to leave that quostion for the consideration of a 1 full tneetinir. • Mftjlott:-' Bnt sn-rely Mr Gallagher, or any other man, would not bo such a ■ fool as to go to the expense of laying down pipes, etc.,. before he knew what he hail to pay. The Chairman : Mr Gallagher expressed his willingness to leave that part of the business in our hands. Mr Ilott : Are we to consider Mr QaHngher's application: as withdrawn, or gorily th<» consideration of it deferred ? The Chairman : It is not withdrawn, bwt we can do-nothing more in tlirj matter*.at present. Air Ilott : Then if it is not withdrawn it will bo necessary to move that consideration of the application be further adjourned, seeing it was adjourned from last monthly meeting to this meeting. On- the motion of the Chairman,, seconded by Mr Ahier, it was resolved t.hat further consideration of Mr E. Gallagher's application stand adjourned The. Chairinan> stated that he believed five two applicants for free baths at last monthly meeting were deserving cases, and it was resolved, that, if they so required, they be granted free baths for another month.
