Water Supply : To Me^r* Stfwart and Hunter, Engineers, re tho plans ami specifications for the new pump for supplying the Hospital with water. From Messrs Stewart and Hunter in ropy. The Chairman reported that tenders had been invited for Vuiildingthe foundation*, etc. for the new pumping arrangements, and the lowest, that of Evans and Stoadlunn, £8 17s 6d, accepted. Mr Brnnskill asked what about Mr IVu hard-on, hud not an anangement been made with him to pay him £3 a year, ho guaranteeing for that sum tint tho windmill erected by him to work the old pump, would provide an efficient supply of water. Mr SandeH said it could be clearly proved that the pump had n<st worked satisfactorily. Chairman : It was impossible for tho pump to do the necessary work, diivea by tho windmi'l. Chairman, Hospital Board. — Sir, — Having heard that your Board is under the impression that I would not examine the leg of a patient who sought admission to the Waikato District Hospital unless I got permission to cut it off, I beg to state that the bearer, Mr Tierney, who is the father of the patient in question, has kindly offered to relievo your Board's mind of any misapprehension by answering any question your Board may desire to put, and io assure your Board of how the surgery of your Institution is carried on, so far a3 his child has been concerned, for I beg to stare that lam jealous for the good narre of this Hospital and fur the confidence it holds in the minds of the Waikato people ; and I consider that such untrue statements i nwell calculated to frighten tin ignorant away from the Hospital, and so do the Institution great harm. The expenditure for tho month amounts to L 206 15a 9d viz.: Bedsteads, L2O 8s ; freight do , L 2 llg 5d ; lamps, Ll2 ss ; stoves, L 44 4s 4d, freight, do., L 3 12a 9d ; labour and expenses, Mr Richardson, L 3 8s ; furniture, Refuge, L 5 3s 6d (L9B 3b) ; the balance (LlOB 12s 9d) being ordinary expenditure. Tenders were also advertised for the erection of well head and pump setting at the Hospital. Two were received, viz. ; Chappell and Son, £12 ; Evans and Steadman, £8 17s 6d. The latter, being the lowest, was accepted. The stoves were fixed in the Hospital on Friday, and are working most satisfactorily, and the patients were removed into the new building on Monday. An old resident of Hamilton (Mr G-. S. Barker), who is suffering from a bad leg, and who is ab present destitute, has been temporarily relieved from the i 21st ult., at the rate of 5s per week, and Mrs Shaw has been struck off rations from th 31sfc ult. The following amounts were received and paid into the bank since the last meeting of the Board : — Hospital fees, £9 6s ; volun* tary donation (from Mr Jamos Jackson, Taupiri), £1 ; total, £10 6s, The report was adopted., Accounts : Account* amounting to £200 15s 9d were passed for payment. The existing engagement with the Dootor could only be rescinded by three month's notice from either Hide. It' the liye-laws of the Board were set aside in such a in unner as had , been proposed it would open tho door to great abuse. Mr Yon Stunner said he did not think tho Doctor, having been the first to suggest by letter the proposed new arrangement, could have had uny claim on the Board for broach of agreement if it Imd been cairied into effect. Nevertheless, as clearing the way for some flash arrangement, he should not object to tho rescinding of! ti»e resolution. Mr Seddon : To uciedc to the Doctor's proposal in the mannet snooted at last meeting, would eeitainly interfere with the By-lawi in force ; but the Doctor does not appear to have noticed that at the time he wrote. As Mr Chepmell had remarked, if the Board wer* to abrogate their own By Lawa in Iho manner proposed by Mr Yon St um^ei's resolution, it might open the door to greater abuse in the future^ Mr ChcpmeH'R resolution was then put ami cairii-d only the Chairman and Mr ijundes voting against it. Mr Brunskill • Apparently the Doctor asks for a change to be made respecting the Board*s arrangement with him, because ] of outside patients to whom he cannot pet hdps devote as much time as he would wish to. If he is not satisfied, however, with his present arrangement he knows what to do. Mr Teasdula : To grant the doctor's request rne-ms an increased expenditure of £145 ii jear. Up came to us on the plain under standing he \\ as to receive a salary of £300, with right to piixnte piactice ; but apparently now he is not content with the arrangement. It has been held up to us by soinp people, " Oh ! you won't tr«»t the like of Dr Kenny again," etc. He believed the Doctor was a irood man for the position, but what if Dr Kenny died ; they might get a better Doctor. There were "as good fi«h in the sea", etc. If the Doctor liked to go on and cairy out his duties to the satisfaction of tha Board, as at present, he would willingly vote for him, but if he v, as not satisfied, let him 1 resign. He would certainly not vote for the proposed increase of salary. Mr (Jliepmell : It was certainly a mistake to bring the matter up in the* way it wa* done. I understand the Doctor's letter was in the possession of the Board nt the meeting before labt, although not read at the meeting. The Chuiiman : I hud the letter in my possession at the meeting you refer to, but kept it back for a full meeting of the Board. Mr Chepmel! : If any alteration in existing arrangements with respect to the Doctor's salaijr is made, it should be decided what salarj, etc., will be given before band, the Doctor can, if he so thinks fit, send in his resignation, and we must, in accordance with our Bj-laws advertise for fresh application?, and Dr Kenny can apply aurain with others if he likes. The Boaid when they framed and adopted those By-laws wanted to pot-e as being veiy just and impaJtial, arid having 60 tied their own han^s, must now abide by it. Suppose a majority of the Board hnd a friend they wanted to pet in as Secretary or some other position: They.mLht fix the salary at a very low sum,' such as wo<ld keep good men from applying, tip their friend the 'wink', and after appointing him to the position, raise his salary the next mopth. I do not say any member of this Board Would do such a thing, but I do say we must abide by our By-law?, and fix the salary, before inviting application. The Chairman • [ have from tha very first been of opinion we t-hr u'd have the exclusive services of tho Doctor for the Hospital. Mr Sandes : I endorse the Chairman's remarks. Let us have a Doctor entirely for tho Hospital, whether he is paid L 250 or L5OO a year. I never doubted if a chango was made we must first invite applications afresh. Mr Biunskill to Mr Sandes : You spoke in a very different attain to that at the lust meeting of the Board Mr Sandes : I >«ay- 1 did not. Mr Brunskill : In my opinion the few patients that are likely to be in the tlospltd, judging from the average in the past, »vill not require the whole of the Doctor's time, and we are iii duty bound to save further exp use to the ratepayer- 1 , if we can do so, by allowing the Doctor private practice. Mr Teat d tie: We certainly onuot increase the Doctor's salary unless he first resigns, and if he can do better for himself no doubt ho will. The time may come when we sba'l require the exclusive services of a Doctor for the Hospital, but it has not come yet, and seeing the dim* 'julty people have to make both ends meet just now, we are in duty bound to keep down expanses as much as possible ; and because we tmiv have a large sum to the credit of the Board, is no reason why it Ehall all be spent.
