Of ail the measures introduced into the House by the Government during the present {Session of Parliament, nono is deserving of more general condemnation than the Hospital and Charitable Aid Bill. Its inajnol jeot undoubtedly is to lessen the charge tq be contributed by Government, and increase the burden of locnl taxation. From every part of the Colony protests have been raised against the provisions of the proposed Bill, and it is sincerely to be hoped it will never become law. The contributions pioposed to be paid by Government under tlje new Bill, out cf the Consolidated Fund would be far smaller than would be the case under the existing Act ; f;'ie local bodies having to provide (he deficiency, but the control of the local hoiiie-s so contributing would belo«seivul instead of increased, Aecordjnp to the puuisiqns of the Bill what is called a Conti oiling Council would le appointed for each district, to whom would be entrusted practically sole auilioiiiy, indu-iing 1 the raiding and expendiluie of the funds lequired, appointment of officials, etc., etc. For inlstance, instead of the Counties of Piako, Wa'kato, Wai pa and Raglan, constituting the present Waikato Hospital and Chaiitable Aid Dis trict, having direct contiol over the funds raised, the sole control would be vested in Hamilton Boiough Council, the Controllins^ Council named in the Bill for the WaiUato 11. &nd C. Aid District. Such a proposal is simply monstrou-*, and a direct incentive to extiavasjance. Theie are many other fpatnres in the Bill mn<t inadvisable and unworkable \7llich we may refer to in a future issue
