The Ministerial organ in a leader this morning says : "A rumour was current in the lobbies yesterday that a very important financial operation is pending ; indeed, the leport reached us from two distinct sources as an absolute statement of asserted fact. It. was to the eflect that the Government are negotiating with the Bank of England for the conversion of debentures to the large amount of £3,000,000, according to one intormant into new 3j per cent, inscribed slock. This would of course be the first is&ue of New Zealand 31 per cents, and if successful would manifestly be highly beneficial to the colony. We aie unable to say whether ov not the rumour is wel\ founded, as it would obviously be most improper and indiscreet j for the Government to furnish any information on the points, suppooing such a scheme to be in negotiation, until arrangements should be completed. If there be any truth in the report, which is very circumstantial in its particulars, it is a serious scandal, as well as. exceedingly unfortunate that the actual secret should have been disclosed. There must have been in that case disgraceful treachery somewhere."
