AUCTIONEERS' BILL.
Mr Samuel's Auctioneers' Bill is similar to the measure which was introduced by the same gentleman in 1886, which did not then go beyond the stage of a second reading. It empowers a licensed auctioneer to appoint a substitute for six months, in case of illness or absence from the district) ; enables a license to be transferred in case of the death or bankruptcy of its owner ; and entitles an auctioneer to hold wholesale licenses under the Licensing Act, but not a publican s license. Accounts of sales are to be rendered within 14 days of the receipt ot written demand from the vendor, and failure to do so will entail liability to a fine of .€lO.
