Sir James Fergusson stated in the House iof Commons to-day 'ihat.tHe German Government did not approve ; of the action of the commander who arrested a British subject on board the steamer Richmond at Apia, and searched ,the< vessel for contraband cargo. It is considered that Austria is not likely to invade Servia this summer,, however provoking the behaviour of the regents may be, but that she will hold herself in readiness next spring, when war with Russia is fully expected. Germany, Russia, Austria, and Italy have sent a joint demand to the Swissto restrict the right of the Anarchists to make the Cantons an asylum. The Republic is disposed to agree to the request.

London, June 17. H.R.H. the Prince of Wales, in addressing a large meeting of the nobility and influential gentlemen at Marlborough House, stated there were a quarter of a million of lepers in India, and he added that the disease was increasing, ( both in Africa and Australia. The Servian official press declare the story of a convention between Servia and Russia is a pure invention. The press reaffirm the statement that Russia and Servia have come to a secret agreement, but the Servian Premier has denied the existence of a secret contract.

Albany, June 20. Latkr news received here by mail states that the physicians who made the autopsy on Irving Bishop, the thoughtreader, justify their action on the ground that they were certain that life was extinct, and that scientific interest was of such an extraordinay character. Brain specialists expressed the opinion that Bishop was probably dead when the autopsy was made, but state, at the same time, that it was beyond medical power to declare with any degree of certainty that life was extinct until decomposition had taken place. Despite Bishop's precaution, the extreme hasfco to get the brain while it was warm defeated the care exercised, and the operation was performed before his relatives knew of his supposed death.

Thursda r sLAND, June 38. Particulars of the storm at Hongkong on May 29th show that its effects were most disastrous. The damage is estimated at &. million dollars. All business and shipping traffic were stopped. The lower parts of the town were deluged, and turned into immense lakes. The loss of life was considerable, and although the exact number is not known, it is probably not less than fifty. A shed composed chiefly of matting was struck by lightning, and eight of the occupants killed. Some idea of the nature of the storm may be gathered from the fact that in five hours 24 inches of rain fell. The total rainfall in three days was 43 inches,
