JJULIJJIU) •"- > «J The Samoan Conference to-day finally considered a protocol providing that the government of Samoa should be arranged on the basis of the triple system. Great Britain is to be recognised as the arbitrator. A Commission is to sit at Apia to decide the disputed ownetship of land. Great Britain is to have the chief influence in the selection of the officer, who will be invested with judicial authority. Mataafa has written to Lord Kimberley, hoping he would oppose the triple system, and has also asked for the protection of America.
