NATIONAL DEBT. MR GOSCHEN'S PROPOSALS.
LoNDrjr, April 24. It is reported in this city that Mr Goschen, Chancellor of the Exchequer, proposes to issue short-daied exchequer bonds at the same interest as consols to provide for conversion of the remainder of the national debt.
