DESPATCH FROM BISMARCK.
Burlin, April 19. Pkince Bismarck, in a despatch to Stenbel, the new German Consul at Samoa, holds Dr. Knappe responsible for the evils resulting from the military action in December 17th last, in which the German force suffered so severely. He says he needlessly imperilled the peace existing between Germany and America, and also states that Germany has no orders to give the Samoans about their own affairs. Stenbel's mission is restricted to protecting the Germans and enabling them to develop commerce. Bismarck instructs the naval commanders to use their own discretion when requisitioned for a force from consuls, unless supported by direct authority from the foreign office.
