London, March 21. A shocking tramcar accident has occurred in the town of Wigan. A steam car overturned in rounding the curve at the corner of one of the streets and twenty passengers wtfre either killed or injured. MrGhamberlain, speaking in the House of Commons, said it was time the Government gave proofs of their readiness to propose a substitute for Mr Gladstone's rejected Irifh Bill. He urged the adoption of a large and final scheme of land purchase to precede local government. It is reported that the public piosecutor, at Mentone, is applying to canctl the maniage ofPrinco Alexander of Battenburg with Fiaulein Doesenquier, an operatic singer, whfse father is his vaiet dechambre, The ground of the application is that of fraudulent declaration. Queen Victoria is angry at the marriage, and has cancelled an order whi h she had given tor a portrait of Prince Alexander. The Duke of Cambridge ridicules Lord Wolseley's advocacy of conscription. **' Truth " puolkhes an article commenting on the eagei ness which colonial bishops display to return to England. It urges that the \ eople of Sydney and Hobart should provide bishops lor themselves, instead ot applying to an English jobbing syndicate. Lord Salisbury, in the course of his speech at Watford, referring to Prince Bismarck's statement in the Reichstag, denied that England and Germany weie hand in hand respecting the conflict with the Samoans. Fie admitted, however, that he agreed with the views of the German Chancellor as to the future government ot Samoa.
London, March 21. It is reported that the Government will propose next year to apply fifty million pounds in extending Lord Ashbourne's Act in Ireland M r Daw es, of Grey, Dawes, and Company, merchants, London, will probably purchase the late Sir \Y. Pearce's interest in the New Zealand Shipping Company. For beef and mutton prices are unchanged. Stocks, however, are decreasing. The weekly re urns of the Bank of England, published to-day, show that the total teserve in notes and bullion is £15,460,000, and tho proportion of reserve to liabi ities 42| per cent., being an increase of £200,000 in the total reserve, and an increase of jj- per cent, in the proportion of reserve to liabilities The total quantity of wool ai rived to-day is 263,600 bales. ; forward direct, 53,000 bales ; total available lor series, 335,000 bale?. The Hew Homy H. Montgomery, M.A., Vicar of St. Mark's, Kenni jiton, lias been nominated for the Bishopric ot Tasmania, rendered vacant in consequence of the accepta cc by Dr. Sanfoid of the coadjutorship to the Bishop of Durham.

Thk petition of Lady Donegal for a judicial separation from her husband lias been refuced by the Court on the ground of prostitution The application of the Marquis tor a divorce from his wiie has been re used on similar q ounds. The case has caused a great sensation in England. The Marquis supported hia application by accusing his wife of adultery in Australia and elsewhere. The debate on the motion by Mr John Morley in the House ot Commons lias been concluded. The motion was to the effect that in the opinion of the House the harsh, oppressive and unjust policy puiv-ued by tho Government in li eland is viewed with aversion throughout Great Britain, and concluded with a clause advising the adoption of a po'icy ot conciliation. Morley, in his reply, attacked Mr A. J. Ba.tour, Secretary fur Ireland, in vigorous terms. The motion was, however, negatived by a majority of 64. It is reported here that the object of Count Herbert Bi-marck's visit to England is to endeavour to effect an alliance between England and Germany. The report, however, is not confirmed. It is stated that the Emperor William of Germany will vis-ib England in July. IntheHouseof L rdsyecterday the second reading of Earl Cuinanon's Bill, providing tor the disqualilicatiou of peers guilty of certain oiiences, was negathed by a majority of 49. It is stated that Mr Lewis, one of the solicitors for Parnell, has secured the diary of Pigotb, the witness at tha " Times "- Parnell Commission, who committed suicide at Barcelona a week after be had given evidence. Disclosures of a sensational character are expected. It is reported here that Prince Alexander of Batten burg inveigled the Fraulein Doesenquier into a bogus mar iage. Fourteen of the lending paper workers are forming a tru&t, with a capital of two millions. Lord Strathern and Campbell has given notice of his intention to move in the House of Lords on vionday amotion affirming that the Colonial Conference has produced good results, tending towards Imperial security. The agents of the American copper mines are coming to Europe to confer with the trade there with the object of i educing the output to a minimum. Heavy gales have been encountered on the west coast af Scotland, and twelve fishermen are repotted to have been drowned at Stornaway, Hebrides. Sir\Tohn Lubbock, speaking at a meeting of the London Chamber of Commerce, strongly urged that the Government should negotiate with the European Powers for any ' agreement whereby the present p actice of capturing private vessels in time of war should be abandoned. He advocated th 3 establishment" of a permanent international Court of Arbitration for the settlement of international dispute*. The Maori Football Team defeated the York Club by a goal and a try to a goal.

Calcutta, March 22. An aeronaut named Spencer made an asoenfc from this city today. He forgot his parachute, and it is believed he has been carried out to sea.
Buda Pesth, March 21. j Rioting- has been resumed in *his city. Herr Tisza, the Premier, and other Ministers have been assaulted in the streets. Scenes have also occurred in the Hungarian Diet, and the services of the military have been necessary to restore and preserve order.
Sydney, March 21. , I Hongkong files contain details of the wreck of the steamer Remus, with terrible loss of life. The ill-fated vessel struck a rock when within two days' sail of Manilla. She was floated off the rock, and then fcundered in deep water. Scenes of a most harrowing character ensued. Out of 169 souls on board the steamer, 42 were drowned. A man named Buttern, a lodginghousekeeper, was committed for trial to-day on a chargre of criminally outraging a female boarder. The latter in effecting her escape from the man fell sixteen feet from a window, but was not seriously injured. The details of the case are of a most revolting nature.
Melbourne, March 23. Sib William Clarke was installed as Grand Master of the United Grand Lodge ot Victoria last night. The spectacle was a rery grand and imposing one. Three thousand representatives were present, including representatives from ftew Zealand. Lord Carrington officiated as installing master. Wheat is dull, prices averaging from 5s 7d to 5s 8d per bushel.

Adelaide, March 22. The Coffee Palace here was partially destroyed hy fiie early this morning. The Rev. Mr Tdplin, who upon the alarm being given managed to eßect hia escape, reentered into the burning building to rescue a lady lodger, and perished in the flames. Another lodger named King was severely injured by falling fiom a window whilst trying to make his escape.
