A CABINET BEING FORMED. BOULANGER DEMANDS A DISSOLUTION. Paris, February 17.
M. Manix, who' moved the amendment which resulted in the defeat of the Government and who declined the task of forming a new Ministry, has reconsidered his decision and is now; forming a Cabinet. It is expected that M. Freycinet will continue in office pending the approaching elections,General Boulanger has issued a manifesto in which he urges the dissolving of the Chamber and the revision of the constitution.
