Lord Derby, piesiding at a meeting of the Self-help Emigration Society at Liverpool, said be was sure the colonies would pass legislation to check any scheme fordespatchingannually 100,000 emigrants. They would be certain to raise an outcry against p.iupers and criminals. Only the best men ought to be sent, and not too many of them.
