Mr Solomon, Chairman of t.he Benevolent Trustees, in his annual addiess said that various schemes, of chaiitable reform weio suggested, but nothing piacticnblo resulted. Inspector Macofre<jfor had expressed himself perfectly satisfied with the management otthc Caversham Institution, and a year aero had in-f-peeted forty eases of outdoor relief without discovering an unworthy ca^o ov one nol pericctly coirecr>. With a view to ascertaining where the alleged o\crlappinu took place, the trustees sent civculaib to fifty ministers connected with the charitableorganisations in the city, bnfc only six replies were received and in the majority of these the writeis declined to give any information. The infcroclucuion oi the labour test has been the means of substantially reducing the applications for outdoor relief.
