The address to be presented on the prorogation of Parliamont, in referring to the fisheries question, regrets' that it has not had satisfactory result. With regard to Egypt it mentions that* affairs there are satisfactory, and the brilliant success over Osman Digna is referred to. In India it states that everything is tranquil but prosperous. London, December 26. The prorogation speech did not iWer to Ireland, but it remarks that the rising of Dinnizulu has not met with the sympathy of the Zulus.
