ENGLAND AND THE SOUDAN. London, December 22.
In the course of a speech at Scarborough yesterday Lord Salisbury said the Government were bound by Mr ( Gladstone's promise to the Khedive to maintain the Red Sea Forth. The Government were therefore not prepared to abandon the Soudan.
