On the Bfch October the police discoveied a cellar in Moscow iweci for making dynamite shells. They also arrested a Nihilist recently returned from Siberia, and who attempted suicide when captured. The "Novosfci," of St. Petersburg, published, October 9, three diplomatic despatches from Rome disclosing the negotiations between England and Italy for a maritime alliance against France. Cri&pi desired Salisbury to sign a definite treaty, but Salisbury declined. The agreement remains, however, embodied in the communications exchanged
