Referkcnc! to to-day's cable re. Cardinal Moran's translation to Ireland, the " Star " says : "On enquiry we learn that the thing is a pure caaard. First ot all a vacancy ha s to occur. When that, has happened, the next step must be the assembling of the clergy ot the diocese, who recommend three persons whose names are submitted to the bishops of the province^ and the recommendations, coupled with their observations thereon, is forwarded to the Holy See for confirmation. We may add that ie is in a very rare ca&e indeed that the Pope selects outside of the three ecclesiastics whose, name«i havo been forwarded to him."
