MR BALFOUR ON THE IRISH POLICY. London, October 20.
Mr A. Balfour, Secretary for Ireland, ppeaking at Manchester, showed that the Irish policy adopted by the present Government had led to reducing crime and outrage in Ireland, and asserted that the provisions of the Crimes Act were not so rigidly enforced as the coercion measures taken by the Gladstone Government.
