Both Assets and Liabilities^ are eelirnated to March 31st, 1889; The excess i t>f actual liabilities over eStimated assets available to meet same is £1773 14s 4d, in addition to which _£he Patetere Riding is entitled to a further 'expenditure upon Works within that. Riding, .of £133, being tire Unexpended balauce of the sum voted by the Council, viz., one third of the last general rate 'collected within the said Riding. To meet the liabilities already shown, and also to carry on necessary works, your 'Committee recommend that a general rate of one half penny in the pound be made over each Riding except that of Te Aroha, over which division of the County your Committee recommend the levying of a three farthing rate. With reference to the Patetere Riding, your Committee recommend the increasing of the proposed rate to three farthings, should that Riding desire an expenditure in excess of the balance above quoted. The Committee further recommend that any balance remaining to the credit of the Council after payment of its liabilities should be allocated in accordance with Section 145 of The Counties Act, 1 886, Your Committee would also report for the information of the Council that the several Riding and Separate Rate accounts stood l upon the 10th August as follows : Hiding Accounts. £ s. d. Also, that one third of the k«t general rate over Te Aroha Riding, and w'.iich amount the Committee suggested should be placed towards the reduction of the Te Aroha Separate Rate account, would <were the rate all collected, and including rates from Crown anj Native Lands), amount to L 92, The Chairman remarked upon the special rate levied in Te Aroha, for repayment of the Special Loan, not being paid yet.
