Lord Colin Campbell has Jailed again in , his effort to get a certificate that his bankruptcy was caused by misfortune without any misconduct on his part. He is thorofore disqualified for ' (a) Sitting or voting in the House of Lords, or of any Committee thereof ; (b) being elected to, or sitting or voting, in the Houso of Commons, or on any Committee thereof ; (c) being appoiuted or acting as a justice of the peace ; {(I) beiug elected or holding the office of mayor, alderman, or councillor; (c) being elected or holding the ©ffice of guardian of the poor, overseer of the poor, member of a sanitary authority, or member of a school board, highway board, burial boaid, or solect board.' Lord Justice Fry said that ' the guiding notion undci lying this legislation seemed to be that he who had made shipwreck of his own affairs Avas not fit to be trusted Avith tho guidance of other people's affair?.' An excellent guiding principle this, but its application ought not to bo limited to bankrupts in money alone. it ought to be applied equally to bankrupts in roputation. Where men are convicted of adultery complicated by treachery and fraud, or of the seduction ofawaid or a minor, or of the seduction of any woman on false pretences, or of the subsequent desertion of mistress and child, the same disqualifications should be enforced which arc prescribed by subsection 32 of the Bankruptcy Act. — 'Pall Mall Gazette.'
