An endeavour had been made to ha\o a harbour here for the comenienco of the residents of (irahamstown and Shortland. and he could not o ee how up-eountiy settlers could be expected to a&fcist in defiayinß the liability incuned for that purpofce. He had no hesitation, ab a man of business, in «ayin«' that he did not think it right° to rate the up-nver belttcrs tor this purpose. It would be said that he had a distinct bias, but he had no feeling ot antagonism to the Thames Board, and he Avoufd face that tho matter iceeiyed the careful attention at the hands of the Government, the subject being one of too gieat importance for him to take upon himself to decide.
