PERUVIAN RAILWAYS.
In the matter of the Peruvian raihoads> there is war to the knife between W. 11. Giaco and Co., of New York, Valparaiso and Lima on the one side, and John L. Thomdyke, E. C. l)u Bois and -Joseph S. Spinney on the other. Thomdyke and Dv Hoi- are American citizen:- and Spinney is a commission merchant in the South American trade, and is Thomdyke'b represent ativc in Now Voik. Thomdyke and Uu Bois are in Peru, where they became 'issignees of some 5100,000,000 of the .5154,000,000 1 ail road contract* obtained by Hen"ry Meiggs from • the Peruvian Government. Thomdyke's roads arc in the southern pait of Peru, Dv Boi&'s and the Graces' in the north. The Peruvian Government, carrying out tho policy an nounced last .lune, has. seized a division built by Dv Boib, and hah been taking pos-&e->fcion ot divisions constructed by Thomdyke despite protestH forwarded by Bayard, United States Secretary of State. Thomdyke and JJu Bois's protests go for nothing. The kernel of the trouble is that the Graces are the Peruvian Government, and are determined to control the whole railroad system of the republic.
