Reform in the Constitution, he states demands calm reflection, and he asks that he should obtain pei mission to take .iteps in that direction when a favourable oppoitunity offers itseli. He promised immediate settlement of the relations existing between Church and State, and a revision of financial .and military laws.
LATER. M. Lambert, Minister of Public "Works, disagrees with proposals for reform in the constitution, and has withdrawn from the Cabinet. M. Feroulat Monkland replaces him.
Parin April 3. The Pre*s and moderate Republicans generally disapprove of M. Floquet's manifesto.
Pakj->. April 4. M. Floquet has issued a manifesto, =n which he guauledly promises that ]a<tical measures shall he taken to augmeEft the defences of Fiance, and revise the constitution when the opportunity ife favourable. The manifesto ,has been coldly leceived.

Air He afcon intends to interview the h rench Gov ernment with a view to obtaining concessions for the carriage ot Australian letters through France, and will ask for a reduction of the present, rates to 25 centimes for letters, and 10 centimes for post-cards.
