London, March 9. In the House of Commons last evening, speaking on the motion tabled by Sir W. J3. Bartoltot aflirming tho desirableness, ot appointing a Royal Commission to inquiro into tho military requirements of the Empiro, Sir Randolph Churohill said that the increased voto for military expenditure wns the only remedy for tho prose nt detects in tho army, nnd that he resigned been u -oho folt that England could not depend on &uch aiotten system. Tho lit. Hon. Mr Stranhopo, Secretary of State for War, challenged Lord Churchill's statement and imiled him to propound an economical scheme. The motion was negatived.
