RUSSIA'S DETERMINATION.
General Kaulbars, formerly the Russian agent at Sofia, writes to a friend in Vienna as follows : •' Since the time we passed together in Sofia many things have changed, but one thing is not changed, and that is Russia's fixed resolution not to give way under any pretext on those questions concerning which I told th« Bulgarians in 1886 that the world might end before the Rub aians would make any concessions."
