.The annual meeting of the above Council whs held in the Council's office,. Cambridge, on Wednesday lust at noon* Pre-rontj-Ora'W. L.. C. Williams, W. P. Chepmoll, F, Dibble, D. Murphy, A. Heany, C. M. Brunakill, and J, Mills. Chairman.— The first business wtw the election of ai chairman for the ensuing three years, the clerk presided. Cr Brnn?kill said 1)0 thought it would he auviaaljle to have u new chairman. In «ayin<? this h« wished it t.) be distinctly understood he had no fault whatever to find with respect to the late chairman, Cr W. L. C. Willi ins; indeed he believed Cr. Williams had filled the position in m very able and satisfactory manner, but he did not approve of always having the same chairman, and seeing Cr. Williams had filled the position now for two terms, he begged to propose that Cr f Oliepmell be chairman for ensuing three years. The motion was seconded by Cr. Williams and carried. Or Chepmell having taken the chair, and thanked the members for the honor they had conferred upon him etc, ordinary business was proceeded with. Minutes of the oidinary meeting of Council hold at Hamilton on Oct. 22nd, were read and confirmed. November, 1887. g IR) — The Council having completed *he lease of the tramway, and instructed you to hand it ovt'i 1 to the leasees, I am directed in accordance with a resolution unanimously adopted at the last ineotmg, to express *o you the Councils high appreciation of tn. excellent and efficient, manucr in which you have ful filled your duties as manager, bince your appointment to that of office, and to acknowledge your successful efforts to work tho line with the highest degree of eoononay consistent, with the maintence of its efficiency, and the preservation of the stock, etc., conuected therewith. I also wish to acknowledge personally the conectness of the various returns and stateraentd furnished me, from time to time as requi ed, and the promptness with which you have at all timed fulfilled the instructions sent you through ino as County Clerk.— l am, Sir, jours very faithfully, Chas. The Clerk stated he had telegraphed insti actions to Mr Gavin on November Ist, to h.md ever the line to the Battery Company 1 * representative, Mr H. H. Adams which hud been done. Up had received tho following reply from Mr Gavin, wiich includes last report for hw term of otliise as uniMger. viz., from Oct. 20th to 3Ut. as follows : Waiorongomai, November 21st, 1887. To the Chairman and Members, Piako County Council. Gbntlkmbs,— l have the honour to submit the following report on the working of your tramway, from October 20th to October 31st' that being the last date on which tue line was worked for the C mnty. During that time we sent down 172 trucks of quartz, and 7 trucks of wood, which was hardly sufficient to keep ub fully snppliel, but I kept the men emplrneJ j\t ivpairit'g in their spare time, so that the line was in good working order when han led over to the le§sees. Tho amount of Revenue for the above period is £37 3«., and the expenditure £34 12s 5d which leaves a small ere.lit balance of £2 10s 7d. On the Ist November, according to instructions from your Council. I handed over the tramway and property to Mr Adams, manager of the Battery Company. I wish to take this opportunity to return my sincere thanks to the Council for the kind expressions contained in the letter whicli I received with reference to my management of your tramway, and I shall always look back with pleasure to the time during wluuh I managed your tramway. Cr Murphy snid : To those simply rending the last publii-hed County balance sheet, it would appear as though there had been a loss in working the tramway during the past Bix months. He had therefore thought it advisable to request the oleik to prepare a- statement of income and pxpenditure during Mr Gavin's term of office, which he .wderst'M,d he had done, and he would now a^k that it be laid before Council. The clerk said he hud gone through tha accounts for the past twelve montliB, that was, from September 23rd to October 3lat, (period during which Mr Gavin was tramwov manager), and the nnimint earned during that period eccecded expenditure by £258 16s 6.1. O£ course considerable suras had been paid aw.iy for interest, etc., during the period referred to, but the-^e debts had been incurred long before MiGavin took over tho management, and therefore couUl not fairly be charged to the period referred to. With reference to the expenditure *o far exceeding receipts in the balance sheet published, that w.is easily accounted .for, because ha oould only enter in that balance sheet as receipts .nonies actually received by him, no matter how much might have been farcied : As a matter of tact, tho Batteiy Company owed Council closa on £600, for fi'si^lil; he had rendered accounts to tho Battery Company for £507, and the amount since due from them would bring the amount up to about £600. In reply to Cr Brunskill the chairman stated only the ruuular tr unway employees had been engaged in repairing the line between the timo of the Battery Co's offer to lease baing accepted, and tho lino being lidded over to them. 1 Cambridge Oxford Rotnriin Road —The Clerk read copy of a letter sent to the Hon. Minister Public Works by direction of the chairman," drawing attention to extremely bad, arid in places positively dangetous, attte,of tha Government road. Liability of County Councillors.— A. circular was read from Lake County Conn cil, (Queenstown, Otago) re special audit (on petition' of. ratepayer*) of- account* of Council extending back to J879, aud with, the result that s<M»e of the Councillors had been ordered to refund certain monies tliafc ha 4 been expended, etc., and asking assvstAn,ce of Piako Council in getting tho Comities Act> 1886, made re* trospeative ; hs well as prospective. Thames Harbour Board— A. statement, prepared by»Mr L. J. Buff nail, with i^coinpanying sketch plan, re Thames Harbour Board, and tho Waihou and Piako rivers was read, The Chairman : We have done all we cart already in this matter ; and certainly it'<loos seem » monstrous thing th»t the imits of a Harbour Board should ba so extended as to include sixty or eighty miles of up-country rivers— Keocivod. Advertising— A letter was read from the proprietor Waikato News nsking that the News be accorded a share of the County advertisements, which he offered to insert for Is 6d. per inch. The Chair.-un . The Waikato News can hardly be said to circulate in Piako County, j orifitdo6B«nnl} to a very small extent. Wo advertise in the papers in which ouradverments are most likely to catch the eyes of those we want to see tlnun. Hitherto the matter of advertising has been left in the hands of the chairman and clerk, and I think it would be a great mistake to make j any alteration. ; Cr Brunskill . The Waikato News cirI dilutes in Taotoaroa Riding, to my knowI ledge, and I beg to propose that the Waikato News does get a shire of the advertising at the very reasonable price mentioned The Chairman : We are supposed to advertise in these papers best suiting the purpose required. Cr Mills seconded Cr Brunskill's motion. Cr Murphy also supported Cr BrunskiU'a motion. The Chairman : I beg to move, as an amendment, Tiwt no alteration be made with respect to advertising. Seconded by Cr Williams. For the amendment there voted, Crs Williams, Dibble, and the chaii-m-in. Against, Cr3 Brunskill, Heany, Murphy, and Mills. Tho original motit n was declnrwd carried. Hospital and Charitable Aid Bojrd. — Crs Chepmell and Brunskill were elected members on the Hospital and Charitable Aid Board to represent Pinko County. Cr Williams was proposed, but pref fired not to act, us he could not undertake to jittend tho meetings regularly. Cambridge-Tuurunga Road- The Clerk was instructed to write Government pointing out that portion of this road htill remained unsurveyed, and requesting that Government will take the portion referred to under Public Work's Act and have it surveyed. Closing Roads, W.iitoa Riding. — Re. solved th.it the action of the Waitoa Ro.iH Board in closing certain portions of roads, be approved and continued. At this stage council adjourned for i\n hour. On resuming at 2 pm. Cr Gould whb piesent. Advertising. — Cr Gould said he had been unable to attend earlier in the diy, but on looking over the minutes of business transacted, he observed that a resolution had been carried with respect to advertising with which entiiely disagreed, and he now gave notice that at the nex.t meeting of Council he would move that the resolution referred to be re&ciihicd. £500 for Gordon Settlement —Cr Muiphy : There is a little mattei I wish to bring before the Council. About twelve months aj>.> £1650 had been borrowed to construct a road to the Gordon Special Settlement, but the road had never been completed, and the engineer estimated that £500 would lie required to finish the work. If this monuy was not obtained, : nd thu road completed all the money already expended upon it would be thrown away. Tiie Gordon -sittler* themselves were about to expend £80 on the road, uume) allowed by Government to bo deducted from their rent*, for the purpose. He therefore, pioposed that £500 be borrowed under the Government Loans to Local Bodies A ci 1886, to have the road refer-ed to com. pletod as far as Wairere stream. Chairman : You should give notice of motion when making an application of this kind. Cr Murphy : No notice of motion was given lust time, when £1500 (of the £1650) was borrowed. Chairman : A great mistake was made last year in rushing through the matter too quickly. Cr Murphy: As you rule it is necessary, I noy give notice, That at the next Council meeting I shall move that £500 he borrowed from Government for completing this road. This money must be got, but Government might not give it, Council object, or the ratepayers might vote against it; if so, I shall then go in to have sufficient rates levied to do the work, as the road from Waiorongomai to Wairere stream must be made. At the request of Cr Murphy, the clerk was instructed to write to Government asking if the Treasurer had fixed, or purposed fixing, any special day, prior to which application for loans, must be lodged. The matter of the tramway being again referred to, the clerk stated that the bulk of the money owing by the Batteiy Co. i for haulage was subsequent to August 10 j Prior to the arrangement with respect to ! leasing the tramway, the Battery Co. had been very good payers. i At the request of Cr Mills, tho clerk was requested to obtain a copy of the tramway lease by next meeting, and to ascertain what was the maximum charge that could be levied by the lessees for conveyance of firewood on the line ; Cr Mills stating he had heard compluints about it. Overdraft— The clerk stated the overdraft was £2000. The chuiniun roforred to the necessity of som< steps being taken by Council at an early date with respect to considering; their financial position, and to take such steps as might be thought advisable. Place, Day, and Hour of Council Meet ings. — The Cha»rman said it would be necessary to decide where the meetings would be held in future, etc., the alteration in the train time table, put it out of ths question holding the meetings at Hamilton as of late. ; Cr Muiphy proposed that the meetings be hold at Te Aroha in future, and' spoke in support thereof; ; the motion w^a seconded by Cr Heany, who! also spoke in support of the resolution. Cr Gould proposed as an nujendmeot, that the meetings be held at Morrinsville, seconded by Cr, Williams^ bo^u gontlcmen f peaking in support of tho amendment. Resolved that the meetings be hold on the fourth Friday in each month at 10 .30 a.m. The first monthly meeting of now Council will therefore bo held at Morrinsville on Friday, December 23rd, at half past ten.
