WAITOA RIDING, OHINEUI COUNTY.
(To Tun Editor.) Sir^ — In your issue of July 33rd, there appeared a criticism on a letter from a Waitoa correspondent, published in your columns, and which seems to be a rery partial ciitieism indeed, ns the writer puts quite a wrong construction , on section 46 of the Counties Act, which distinct ] y states ro repiesentation that the basis shall be the number of ratepayers and rateable value in ©och riding. No where dees the Counties Act say that representation shall be based on goldfields revenue ; and 1 think rightly so, for I have no donbt but it has occured in the history of; goldfields, and may again, that no goldfields revenue was being derived ; and should that occur and your Paeroa correspondents argument ue correct, four members might continue to sit for a ban en or deserted gold field, whiUt rateable value is a peunarionfc basis to go upon But it is not my intention to question the gold field 3 levuiue, they may contribute a large amou-nt, but it does not seem enough to meet their requirements or they would not need a loan. Again your correspondent states we have a lot to learn about county finance. Well I must admit that it is a mystery. I would *sk him to look over the schedule of estimated benefits to each riding, and there we arc shown how the Ohinemuri County Council propose to do it ; for looking at the item interest on loans for first year, I find LB7 10s on L 2718 15s; and the same amount on LI4GB 15s ; the larger amount is under 4 per cent, and the smaller amount is over 6 per cent, Cheap money for Paeroa, though
