Condition of Russia's Railway.
A voi;u<!X militaiy engineer, who has just arrived from Central Asia, has given mo some information respecting the railway there. Ho has been allowed to examine it, permission ne\er being given to English military ollieers. Tho Central Asian Hailway, he states is nob so well constructed as is generally believed. Tho work.s have been so huriiod that sullieient time h.is not been allowed for the line to settle, and consequently tho mil.- have not been securely laid. The importance) of the railway n generally gioafly exaggerated. It will be sufficient lor tho piesent trade in Contral Asia, but if that increases to any extent, which my informant does not consider voiy piobiible, great changes will havo to bo made in the management. Strategically, the railway i.s not of great importance-. Should serious complications, nvfcc in Central Asia, it would not suffice for the transpott ot the troops and provisions neeevary for an extensive campaign.
