TOWN BOARD.

A special mooting of the above Board was held on the 11th inst, when there was a full attendance of the members, the business being to consider the question of striking a rate, and to fr.ime bye-laws. The rate question was the first taken in hand, and it evoked a prolonged discussion relating to the poweis which (he different acts bearing upon the matter entitled the Board to exercise, and also with regard io the vaiioua works to be undertaken with the money when collected. A schedule of the works considered by the town engineer to be the most necessary was submitted. These comprised street improvements in l\e\vi, Kemick, and P»olleston streets and the foiming of footpaths and drains in other parts of the town, the cost of which, along with the works now in Hand was estimated at something over £100. After the subject had received a lengthened consideration the following motion was proposed by Mr Dobson and secon led by Mr Hotchin, " That a rate of in the <£ on the rateable value be struck." ; Mr Cornos proposed as an amendment, " That the question of striking a rate be postponed for three months," but it failed to find a seconder. On the motion being put it was negatived by three votes to two. ; Mr Frazer then proposed that a £d rate be struck. This was soconded by the chairman (pro forma) but on being put to the vote it was also lost. Some fuither discussion took place i nnd it was eventually resolved on the motion of Mr Cornos, seconded by Mr Dobson, " That the further consideration ol the question of striking a rate be deferred till the monthly meeting of the Board in July, in order to give time for the framing of bye-laws and standing orders." Owing to the lengthened discussion on the rate question tlio bye-laws were not proceeded with, but a resolution, proposed by the chairman and seconded by Mr Hotchin was adopted, " That Messrs Frazor, Dobson, Comes, and the Clerk be constituted a cub-com-mittee, to frame a code of bye-laws and submit the same for approval at the (^next meeting of the Boorcl. This terminated the proceedings.
