The centre of political gravity continue to sway bat ween Eastern and Western Europe, being one day at Bulgaria, the next on the Rhine. The absence of continued panics is merely because speculation and commerce are alike paralysed ; in fact, there is a growing nightmare, which is almost as bad as war. Business i=s almost at a standstill, and the bright prospects, which were apparent at the close of the year, are clouded over by the growing impression that peace cannot long be preserved. The suggestion to consider the question of a general, disarmament of all the European Powers, in order to relieve the terrible strain which Europe is at present labouring under, i 3 meeting with much favour. It was recently urged that the Pope should call a congress on the subject. Turkey has next taken the matter up, and her representatives in various European capitals are EOundiDg the powei'3 with a view to ascertain whether tho proposal would meet with their approval. The question of choosing an occupant for tho throne of Bulguiia 13 apparently no nearer solution. Russia et III favours the candidacy of the Prince of Mongrelia in ac cordance with present policy abesntion from active interference is not pressing bis claims t3 the post. The Sobrange is prepared to re-elect Prince Alexander.
London, Maich 21. Affairs in Afghanistan are not of a satisfactory nature. Some of the tribes are reetless and eager for revolt, and a using is generally expected. The Indian authorities are keeping close watch, and are making military preparations for contingencies.
