Chamberlain j.- rented a draft of his scheme for the po YtMiiiiient of Ireland, which is a modi-li2itto-3 of bis former proposals for the establishment of provincial council?. Bo would now establish an Irish Parliamfnt at Belfast 1 , and another at Dublia, both to be subordinate to the Imperial Parliament. The Irish bodies would hold executive authority within their own limits, but the Grown would retain the appointmaat of judges, and tho control of customs and excise matters. The conference lasted seveial hours. Morley declared emphatic opposition to Cbamberlam's proposals, and Suui it would be impossible to obtain the a-f=enl of the Parnellitea or the bulk of the Gladstone Liberals to the scheme, which hna already been rejected by Gladstone.
