The Defences of Port Phillip.
The military and naval authorities hayo devised a concerted plan of operations in the event of any attack upon the colony by a hostile force. The details of the scheme of defence huve been thoroughly digested, and the full power of the naval and military armaments could be brought to bear upon an assailing force without delay. The positions to be taken by the vessels of the naval Fquadron, the torpedo boat*, and the extempori»ed war ve«sel&, the **pol« at which pubcnarine mines are likely to prove most effective, the distribution of artillery be tween the various forts, the places at which the land forces would be assembled, and commissariat matters, have all been arranytd. Tho t-upply of ammunition is abundant, and in a fe*- hours everything would be in readiness tcr action.
