EUROPEAN WAR PROBABLE. Preparations by Germany. YON MOLTKE ON FRENCH DEMANDS. Bismarck's Reason for Wishing Peace.
Berlin, December 4. In the Raichstag yesterday, in presenting th© Bill for an increase In the German army, Herr Yon Burchard, the Imperial Treasurer, stated that, although there was no immediate danger of war, the want of control exhibited by a large proportion of the French people prevented Germany trom living in peaco and contentment, and he declared that an increase in the army waß necessary. Count Yon Moltko, in discussing the Army Bill, declared that an alliance with France, which would ensure the maintenance of European peace, was impossible while France demanded the surrender of the provinces, which Gormany would never renounce. He disclaimed any idea of conquest, bub declared that Germany would keop those provinces which she already possessed. Prince Bismarck will accept the appointment of the Princo of Mingrelia to the throne of Bulgaria, but only in deference to the Kaiser's wish ; ib boing considered that if Germany became involved in any international difficulty it would have a very serious effect on the "Kaiser's health, which is now in a very precarious condition.
