RUSSIA & BULGARIA. The Election of a Prince.
Sofia, October 23. Genebal Kaulbars, the Russian agent, has arrived in this city from Ruatchuk, his object being to delay the meeting of the Sobranje. The Bulgarian Government have issued a circular note to tho Powers, formally announcing that the Grand Sobraoje will meet at Tirnoya on the 31st instant. Their first proceedings will be to verify the legality of the elections ; they will then proofed to elect a prince.
