The Afghan Boundary Settled.

London, September 2.— The Khamiah boundary dispute between Russia and the Ameer of Afghanistan has been arranged, both Bir*es making- concessions. Lord Salisbury advised the Ameer not to manufacture a casus belli out of ehadowy rights, but to accept the new frontier recommended by the British officers, and to concentrate his attention on improving the strategic points selected as the keys of the defence of the kingdom against Russian attack.
