, Sofia, October 8. The Bulgarian Government have issued a diplomatic note to the, Great Powers protesting against the action of General Kaulbars in his tour through* the Balkan provinces. The general ie openly tampering with the Bulgarian army, and urging the populace to rebel, but his reception, at Plevna and Ratza was of a very frigid character. The warmth of the reception which hag been accorded to a French Admiral by the Sultan is at present the subject of much comment.
