Sofia, September 23. General Katjlbar, who has arrived in this •city, has preeented an ultimatum to the Regency, demanding an adjournment of the elections for the Grand Assembly ; also, 'that tho?e persons who have been impriaoned for complicity in the arrest and deposition of Prince Alexander shall be released forthwith. The Bulgarian Regency, fearing a Russian occupation, has appealed to the Sultan for assistance.

Sofia, September 27. The Grand Sobranji has been convoked for the 24th of October. Notwithstanding the Russian ultimatum, the Regency has maintained an unyielding attitude, and the persons implicated in the arrest of Prince Alexander have not been released.
