A report reached Washington on August 17th that the CKinese Government is increasing its armament with great baste, and has ordered 200,000 riflea from England. This is interpreted to mean that the Chinese Government proposes to take advantage of the opportunity, while the United States is on the verge of a crisis with Mexico, on account of the Cutting case, to force the American Government through its interests in China to pay the Chinese Government the 140,000 dollars, as proposed by the last Congress, indemnity for depredations inflicted upon Chinese in the Rock Springs massacre of Wyoming. In the last Congress this Chinese indemnity bill failed to pass the House after going through the Senate. The Chinese Government at one time made a peremptory demand for re numeration, growing out of the tragedy^ which by .failure of the passage of the bill was never granted. The fact that there is auch great taste shown in the supply of arms for China seems a strong theory that it' is for possible Warfare upon Americans 1 and American interests in that country, with a view of. bringing about a recognition from this Government of the demand.
