London, 7th August — A sculling contest has been arranged between Wallace Boss and Beach for the championship and £1,000. Gaudaur has left New York for this country to enter into training. His match with Beach takes place on the 18th prox. Lee, of New York, has been permitted to compete in the International Sculling Contest which takes place this month. The War Office has issued orders for three regiments of cavalry to proceed to Burmah in November and October to strengthen the forces at present in the country, and to enable them to forcibly suppress the Dacoit disturbances. The "Times," referring to the proposal to establish a penny postal service with Australia, considers that the idea is perfectly feasible, provided that the rate of speed demanded of the mail steamers is made slower. The postal authorities are, however, adveree to the scheme. London, August 9.— Earl Roseberry has forwarded a note to the Russian Government in which he states that the Ruaeian action regarding the port of Batoum is contrary to the provisions of the Berlin treaty, and will not therefore be recognised by England. Constantinople, Atgust 4. A determined attempt was made today by a native Mahometan on the life of Kaimal Pasha, the *Grand Vizier. The assailant fired five shots, but none took effect, and Kaimal was unhurt. The wouldbe asaas&in was promptly arrested. He complains that ho has been treated unjustly by the Grand Vizier, and this led to the assault. x
