A GLOOMY VIEW OF THE SITUATION IN EASTERN EUROPE. T he Estern War Cloud.

New York, April 2 - [Special] —An Athens cablegram Bays : — The impression here ia that Russia ■will invade Bulgaria. The new Servian Premier is said to have placed himself on record last year when in Russia as a Russophile. The next meeting of the Greek Chamber settles the question of peace or war, or whether more money can bo borrowed. If Tricopi is successful, Rikokis, the President of the Chambor, takes the Ministry of Foreign Affairs, and Greece withdraws her troops from the frontier. The Prime Minister's trouble is that he has so large a majority in the Chamber that if he should conclude for peace in his own mind, and continue shirking the responsibility, the Chamber may vote for war, thinking it best to please him in his declared policy. So far, altogether, it looks as if Greece was about to beat her brains against a stone wall. The war party continues to amuso itself with submerging torpedo vessels, and showing how it could explode a frigate if it could get to one. There is the greatest activity in the British Foreign Office. Gladstone has spent considerable time there to-day, conferring with Earl Rogeberry, Secretary for Foreign Affairs, Paris, April 2.— Leading French newspapers take a gloomy view of the situation in the East. Two French ironclads have been ordered to be placed in readiness for immediate despatch to the Mediterranean. ' The French. Government has -given orders j lor the immediate despatch of the third J

naval divisibn to the Levant. "The ironclads Marengo and Nauvon will leave Toulon ,tdnight. The torpedo flotilla ' ia also under orders.
